If you don't want Cortana to be your digital secretary, learning everything you type and speak on the Windows 10, click on Turn off speech services and typing suggestions button to turn off the option.
Feedback & diagnostics:
Select Diagnostic and usage data option to Basic.

Background apps:
To save power and improve privacy, you should slide Let apps run in the background option to Off.
Step 3 Network settings and online privacy
